Request for Proposals for Project-Based Voucher Program

The Housing Authority of Myrtle Beach (MBHA) will be accepting proposals for a project-based voucher program (PBV) under the Housing Choice Voucher (HCV ) and Mainstream programs.  A Separate request for proposals is for the HUD-VASH (HUD-Veterans Affairs Supportive Housing) These Requests for Proposals (RFP) are established pursuant to Title 24, Chapter IX of the Code of Federal Regulations, 24 CFR 983.51.

The target population for these project-based vouchers is elderly, or disabled individuals, or Low-income households. For VASH it is Veterans.  Evaluation criteria detailed in the RFP packet. Please specify in your proposal which types of vouchers you are applying to be used for your properties.

The Housing Choice Voucher (HCV) rental assistance is the federal government's major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. A growing body of evidence suggests that housing vouchers promote positive outcomes for children and help families leave welfare and succeed in the workplace.  By reducing the uncertainties of where a family will sleep and what school their children will attend, families are to assist in the improvement of the community they live in.  It increases the opportunity to remain employed, to take care of their families and to be better citizens. While on the HCV program the participant family pays 30% of their adjusted monthly income for rent and utilities.  MBHA pays the landlord the balance of the rent in the form of a direct deposited Housing Assistance Payment (HAP).  The only requirement is income to be eligible for HCV.

The Mainstream program is for households composed of one or more non-elderly persons with disabilities, which may include additional household members who are not non-elderly persons with disabilities, who are homeless or in danger of becoming homeless. Otherwise, HCV program guidelines still apply.

The HUD-Veterans Affairs Supportive Housing (HUD-VASH) program combines Housing Choice Voucher (HCV) rental assistance for homeless Veterans with case management and clinical services provided by the Department of Veterans Affairs (VA).  VA provides these services for participating Veterans at VA medical centers (VAMCs) and community-based outreach clinics.  Veterans who are eligible for this program must be VA health care eligible Veterans. All VASH PBV potential residents must be referred by the VA.

The objective of the Project Based Assistance Program is to increase the supply of affordable housing.  PBV assistance may be attached to existing housing or newly constructed or rehabilitated housing [24 CFR 983.52]. Rental assistance for the selected housing units is for a minimum of ten years. The initial contract can be as long as 20 years and extensions are allowed.

The maximum number of vouchers to be project based per property is 25% of the property or 25 units whichever is lower.  We are looking to project base multiple properties for a total of 50 HCV/Mainstream units and 36 VASH units.
