These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Horry County.

REQUEST FOR RELEASE OF FUNDS

On or about July 26, 2023, Horry County anticipates submitting a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Housing Choice Voucher – Project Based Voucher (PBV) funds under 24 CFR Part 982 and the Housing Act of 1937, to undertake a project known as:

Title: Mr. Joe White Avenue PBV Project

Location: Mr. Joe White Ave, Myrtle Beach, SC 29577

Project Description: The Housing Authority of Myrtle Beach is seeking Federal Housing Choice Voucher – Project Based Voucher (PBV) funding to complete the project. The proposed project is located along Mr. Joe White Avenue and includes the new construction of three rental apartment buildings with a total of 168 units with associated amenities and parking on a site that is currently undeveloped. The development will include 73,000 sf of building space, 2.46 acres of asphalt lot/drives, and 0.15 acres of concrete
walkways. 2.48 acres will remain as grass/natural landscaping. The Parcel Identification Numbers (PIN) comprising the site include: 42512010028, 42512010030, 42512010032, 42512040005, 42512040006,
42512040007, 42512040008, 42512040009, 42512040010, 42512010021, 42512010022, 42512010029,
42512010031, 42512010033, 42512010034, 42512010035, 42512010036, 42512010037, 42512040001,
42512040002, 42512040003, & 42512040004. The estimated cost of the project is $45,060,000. Horry County intends to request release of funds on behalf of the authorized recipient, Housing Authority of Myrtle Beach, under the following grants:

SC034VO0265 Project-Based Voucher Program: $442,992

FINDING OF NO SIGNIFICANT IMPACT

Horry County, as the Responsible Entity (RE) for the environmental review conducted under the Housing Choice Voucher Program, has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. An Environmental Review Record (ERR) that contains additional project information and documents the environmental determinations for this project will be made available to the public for review either electronically or by U.S. mail upon request. Please submit your request by U.S. mail to Housing Authority of Myrtle Beach, P.O. Box 2468, Myrtle Beach, SC 29578-2468 or by email to c.mccall@mbhaonline.org . The ERR can be accessed online at the following website: https://www.horrycountysc.gov/departments/community-development/public-notices/.

PUBLIC COMMENT

Any individual, group, or agency may submit written comments to Horry County at the address listed above. All comments must be received by close of business July 24, 2023 and will be considered by Horry County prior to requesting release of funds. Those wishing to comment should specify which part of the Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

Horry County certifies to HUD that Steve Gosnell, County Administrator, in his capacity as Certifying Officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that the responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related law and authorities, and allows Horry County to use Housing Choice Voucher - Project Based Voucher (PBV) program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will consider objections to its release of funds of the Horry County certification for a period of fifteen days following the actual receipt of the request only if they are one of the following bases: (a) the certification was not executed by the Certifying Officer of Horry County; (b) Horry County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD/State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the HUD Columbia Field Office, Attention: Mr. Eric Bickley, Public Housing Director at eric.a.bickley@hud.gov . Potential objectors should contact the HUD Columbia Field Office via email to verify the actual last day of the objection period.
